DC Rajouri’s Directive on Stray Dogs Welcomed; Compassion AWO Seeks Strict Action Against Violators

Rajouri: ( Arsalan Ahmed )Amid rising concerns over the stray dog situation in Rajouri and Poonch districts, the recent directive issued by the Deputy Commissioner Rajouri regarding the management of stray dogs has been widely welcomed by civil society and animal welfare groups.

Compassion AWO Rajouri, an animal welfare organisation working at the grassroots level, has expressed its gratitude to the DC Rajouri and the district administration for taking concrete steps to implement the Supreme Court guidelines on stray dog management, particularly within and around educational institutions. The organisation said the move reflects a balanced approach that prioritises student safety, public order, and animal welfare simultaneously.

The Supreme Court has clearly laid down that stray dogs must be dealt with in a humane and scientific manner, including vaccination, sterilisation, and removal from sensitive areas such as schools, hospitals, and crowded public spaces, while strictly prohibiting cruelty to animals.

Compassion AWO Rajouri, while appreciating the administration’s initiative, has also urged strict action against individuals or groups who are deliberately violating official orders, spreading misinformation, or creating obstacles in lawful animal control measures. The organisation stated that such actions not only make a CONTEMPT of court directives but also seriously harm the larger animal welfare cause.

In recent months, both Rajouri and Poonch districts have witnessed growing public anxiety over stray dog incidents, particularly near schools, markets, and residential areas. Parents and locals have repeatedly raised concerns about the safety of children and elderly citizens, while also demanding humane solutions rather than ad-hoc or illegal measures.

Sources said that district authorities are now focusing on inter-departmental coordination, involving municipal bodies, the education department, and the animal husbandry department to ensure effective implementation of the guidelines. Awareness campaigns and monitoring mechanisms are also being planned to prevent violations on the ground.

Compassion AWO Rajouri concluded by reiterating its full support to the district administration, expressing hope that strict enforcement of the law will help restore public confidence while ensuring compassion and protection for animals.
