Rajouri, J&K | June 2, 2025 — In response to a serious complaint highlighting the misuse of annual grants under the Samagra Shiksha Abhiyaan and the alleged negligence in providing basic facilities for students in the high schools of the Doongi Zone, a formal enquiry has been initiated by the concerned authorities. The complaint, originally sent by the editorial team of Pir Panjal Pulse, brought to light grave irregularities in the utilization of educational funds—alleging that instead of being used for essential items like textbooks, classroom furniture, and educational kits, the funds were spent on non-essential luxuries such as expensive sofas and office furnishings.Taking swift action on this public grievance, Bilal Mir, DY Director planning along with the State Project Director (SPD) of Samagra Shiksha, took the matter seriously and ensured it reached the Legal Section of Samagra Shiksha, Srinagar. Their proactive efforts led to a formal communication to the Chief Education Officer (CEO) Rajouri to conduct an in-depth investigation. On March 27, 2025, Hilal Ahmad Bhat, Assistant Legal Remembrancer, directed the CEO Rajouri to form an enquiry team and submit a report within 20 days. The CEO, in turn, constituted a three-member committee comprising educational officers from the region, namely:
- Mr. Zaman Hussain Shah (Principal, HSS Chingus)
- Mr. Gafoor Ahmed (Headmaster, HS Lower Bhangai)
- Mr. Sudesh Kumar (Master, MS Dehrian)
The committee has been tasked to conduct a fact-based investigation into the matter and report the findings promptly. This initiative marks a vital step toward transparency, accountability, and the protection of student welfare in the district’s education system. Pir Panjal Pulse commends Bilal Mir dy. director planning and the SPD of Samagra Shiksha for their decisive and commendable action in ensuring that public funds are used for their intended purpose—empowering students and improving school infrastructure.Education is the backbone of a progressive society, and safeguarding it is a shared responsibility. The timely response by the authorities reflects a renewed commitment to justice and educational integrity in Jammu & Kashmi
